um well yeah because it you are under 14 (something like that) pregnancy can be very dangerous for your underdeveloped body and shit

and

you have no way of supporting a child
because you cant even get a job
therefore you will be on welfare
and that makes you the govts problem
therefore
they can say you cant have sex
