There are students in my cohort who simply called up companies from the Yellow Pages and asked if they had a work placement program, or just willing to take on a student over the summer.
Yes you can, even without PR. Maybe not all, but regardless, you must complete 60 days in order to graduate. Usually for smaller companies, this is a minor thing or not even an issue.
