Does anyone know when the 2003 Standard Packages for all subkects will be released?

Theres no need. The 2002 and 2001 packages are all you need.

the standard has already been set with the 2001 and 2002 standards packages.. there isnt a real need for anymore

the idea of standard package is obs to show the standard for the differnt band in the hsc tests

they only make the packs if the sylyus or exam gets changed thus no 2003 one
