To get an atar of 70+ did i just have to pass every test because the average atar is 70?
Could someone pls explain to me how it works
thanks !

No, just passing every test wouldn't necessarily imply a 70+ ATAR. You seem to be thinking if you get the average mark in everything, you'll get the average ATAR; but it depends on what subjects you did due to scaling of subjects, and moreover, it's not necessarily true that a "pass" is the average mark in most subjects.

InteGrand is correct. Just passing all of your exams would not mean an ATAR of 70. For example, one year, 50 could scale very well whereas in another year, it could scale very badly. You must also consider the difficulty of the exam, how well the Year 12 cohort went overall etc. Simply passing will not guarantee you the average ATAR. You must also remember that your ATAR is a rank, not a mark. It does not work like the way you are thinking.
