Simply put, what are they?
I'm assuming it simply means the metallic oxides that act as bases, but is this correct?

The alkali metals are those in group 1 of the periodic table - sodium, potassium, rubidium, caesium, francium.

Keep in mind that alkalis are a sub- group of bases. Alkalis are soluble bases.
