Hi,

Basically my question is the title. In addition, are permanent residents of Australia eligible for HECS?

If you are a current Special Category Visa (SCV) holder - so you're a NZ citizen, and have been here for 10 years, came in as a minor, resided here for at least 8 years of those 10 you will be eligible.

Permanent residents are not. You lose your right as soon as you become a resident.

PS - you must be assessed as eligible by your uni and complete a separate paper HECS form. It needs to be accepted and processed before the census date.
