Me and this guy were so close in English there was a 0.7 course mark difference. It got me pondering... Is it possible for schools to submit 2 people as first to NESA? What if there is a genuine tie??

If two students are ranked first, they will receive the average of the two highest HSC exam marks achieved in the cohort as their Assessment Mark. Of course, their own HSC exam marks are determined separately from this, that is, based on their own performance in the HSC exam of the subject.
