Yes, by completing a combined degree, you get two separate degrees at the end. The reason you can complete a degree faster combined than doing two degree separately is most probably because some subjects in one degree are credited as doing subjects for the other degree and vice versa (I hope that makes sense!).
Most likely, a commerce degree is finished in the first three years and the final two years are 100% law. If, for example, someone wanted to pull out after their third year, they can still graduate from commerce (but not law).
