Dean Scholars and UAC (1 Viewer)

If I put on my UAC preferences:

1. Dean Scholars Commerce UOW
2. Some other Uni.

Would, if I did not get the Dean Scholars, still be considered for the normal Commerce course at UOW as first preference or would they move to number 2 when offering?

I think if you're not accepted into Dean's Scholars, then they go to your second preference.

Just to be safe I would put BComm in number 2 anyway.
