Personally, I wouldn't say theres a strict structure you need to follow for short response questions. What I found more important was making your response flow logically, which is more evident in longer responses for 5-6 mark questions. Especially for these longer questions, you're looking at essentially a mini essay, starting with defining, explaining, doing whatever the verb is asking you to do. For higher mark questions, feel free to throw in an example! Note that for short response, an example doesn't need to be a stat, but often it's better if it's an example of a policy, i.e for trade protection a policy like the CAP or EEP.
