For an introduction, is it better to introduce your standpoint straightaway, as in the first sentence or is better to have some preluding definitions/context before stating your viewpoint?

For instance,

"Australia has had a long history with migrants,....

"The legal system has been relatively ineffective in addressing the needs,....."

• Go straight into answering the question - (thesis) - Shows you know what you are talking about
• After go into a little more context (sub-thesis)
