I'm not sure how good this idea would be traffic-wise, it sounds like a great idea until you factor in traffic.
You can't exactly cut off traffic access to Sydney CBD's busiest street and expect traffic to flow the same way, some sort of compromise will have to be reached in order for this to become anyway functionable in my opinion.
