If i opted to pay HECS upfront when i enrolled at the beginning of this year, but want to defer for this semester, do i need to fill out any forms, or just not pay??

You filled out a HECS form right? If you put your Tax File Number on it then you should be fine, just don't pay. If, however, you left that field blank you'll need to notify the university of your TFN as soon as possible. If you don't they can cancel your enrolment (Withdraw and fail) which is bad.
