23 (b) - The cell is synthesizing new DNA and thereby replicating each chromosome. Someone correct me if otherwise)

(c) - Crossing over would occur at (B) leading to Process 2, where the homologous chromosomes are lining up at the equator. Due to overlapping chromatids corresponding genes may break off and reattach to the other chromosome. Thus there is an increase in genetic variation in the inheritance of genes as there are newer allele combinations.

Hope that helps.
