My atar estimate from my school is 92-95. If I get an atar in this band and maintain a good mark in my arts first year, what are my chances of transferring into an arts/law degree?

If transfer fails, do you think I could get into Juris Doctor with these results?

Depends which uni, but you stand a good chance for a successful transfer.
