How strict are uni's with UAI's? Would Uni's drop down about 5 ?

There are certain circumstances where they will accept people with lower UAI's... like if they don't have enough people to fill up the course. I have heard of people being accepted with UAI's 10 or 15 points lower than the cutoff.
