How would I answer this short response question? (1 Viewer)

"Analyse the need for law reform"

What I'm thinking of is to first define what law reform is, then describe reasons for why law reform is necessary. But would I have to include evidence? It's a short response question so probably only worth around 4 marks.

For this 4 mark analyse question:

Analyse
Identify components and the relationship between them; draw out and relate implications

Define "Law reform" (1)
Explain how law reform reflects changing values in society (1)
Case study which led to law reform, i.e 1996 Port Arthur Massacre (1)
Name the specific piece of legislation, Firearms act 1996 [cth] (1)

Example response:
Law reform is the process of reviewing existing laws and making changes to them to improve justice or efficiency. It usually comes about as a result of changing societal values. For instance, in 1996, the Port Arthur Massacre prompted an immediate public outcry for law reform in the area of gun ownership. This led to the passing of the Firearms Act 1996 (cth) - banning and placing heavy restrictions on firearm ownership.

I used to have a problem where I knew everything in the paper, answered everything, but never recieved full marks. It all comes down to understanding the directive verbs.
