nah. its not really recommended. i got told that the pencil can rub off with all the packing, unpacking, moving etc. that our papers do. id use pencil then go over it in pen. hopefully if youre asking questions like this u know ur stuff well enough to not be super worried about time

Im not worried bout time.
Ill get the paper done within 2 hours.
I was just doing a drawing and thinking whether pencil is compulsory.

I am pretty sure in HSC, they say that you are to use black or blue pen. Last year I didn't use pencil at all (or even ruler for that matter haha)
