One of my friends yesterday told me that primary or secondary teachers working at public schools can choose to only receive 80% of their annual salary yearly, and after 4 years they can take the 5th year off on FULL pay, meaning they'd get 20% extra.

Can anybody confirm this?

I work for the education department in Vic (though not as a teacher). Whilst it's true that teachers (and I believe other Public Service employees) can enter a sabbatical scheme, where they receive 80% of their pay in order to get every 5th year off, the 'full pay' you're referring to is the the 80% amount for the 5th (sabbatical) year - they don't get paid the 'full' (100%) salary rate for that 5th year.
