I'm not sure if this is correct protocol (maybe wait for a moderator to reply to this first) but if you're sure the payment went through, maybe quote your paypal receipt number in a thread in the contact moderators forum. It's mostly likely some sort of technical glitch since this site is still recovering from an attack.

I'm able to view the premium resources online and on the second link it says "As a premium member, you have access to all of the enhanced features of SAM."

So I'm guessing I am a premium member.. even though I don't have the forum status?

I also don't see the edit profile button on the second linkj.. all i see are my subjects and an option to enter my marks to calculate

Do you mean the blue text? You need to go to profile and switch it to premium member.
