Is it possible to do a "junior" or "first year" unit in second year? Can you swap them around (assuming there are no prerequisites)?

Yes. So long you don't do more than the limit set off for junior units.

Some degrees have program level restrictions on what you can do - regardless of pre-reqs. eg in engineering

"A student shall enrol in lower year level core units of study as a priority above any higher year level units of study irrespective of meeting any prerequisite requirements of the higher year units."
