I'm wondering if you can study a language at university outside of an Arts degree. i know you can do a Diploma of Languages, but can you do that (just say) concurrently with a Business or Social Working degree?
Very broad, i know, but its just something i am curious about.

It's really something that depends on your specific degree and university. Some university business degrees may allow it, others may not. One university may also have something like a BBA which allows a few electives, while its BCom doesn't. etc etc.

Where are you looking to study? If you want a decent answer, it's better to post in the forum of where you're looking to go. :)

At USyd you can pick up the diploma concurrently with those degrees, and I'd imagine other unis are the same. I know for Business at UTS you can do a sub-major in a language if you want
