if I put USYD commerce as second prefernce and UNSW commerce as my first, will I get an offer for both or only my first prefernce for the main round offer?
If I then accept this offer from UNSW can I still get an offer from USYD commerce for a later round? is it possible to change preferences after main round?
EG: changing UNSW from first to USYD as my first to get an offer for USYD in later round

You will only get your 1st preference, e.g. UNSW commerce (provided you meet the ATAR cut-off).
Once you have accepted the offer, you can then change your preferences around and hope for another offer for a later round.
IRCC, USYD commerce is quite competitive, so I doubt there will be many if any vacancies for later round offers, but you can still give it a shot.

The Commerce programs at both uni are in high demand. So if you want to do Commerce, it's best if you decide now as there will be barely any offers made for them in Round 2.
