Yes, it is. The permanganate anion, [MnO4]- can be considered as a manganese(VII) metal centre bound to four oxo ligands. The bonding between the oxo ligands and the metal centre has a high degree of covalency, as expected in complex ions. Having said that, it is not the sort of species that leaps to mind when one speaks of coordination complexes.
