Server down time and Correct Time (1 Viewer)

Is it just me or is there something wrong with the server time, I know it was normal it has been changing alot in the last few weeks it was on normal GMT + 10 time then it changed, also during midday(where i live GMT+10 syd) or early morning server time it appears the server is down, is there any possible chance of rectifying the problem.
