For example, "Explain how both labour market policies and fiscal policies can be used to reduce income
inequality and wealth inequality"

Would I have two separate theory paragraphs, followed by a two small trend paragraphs (Pre/post gfc), Then a paragraph for each topic on effects of those policies?

Similarly, would there be any merit to including speculation about the brexit in any of my economics papers (from economists)?

As my Economics teacher and my Business Studies said, "A 40/20 Extended Response is the same as a 20/20 Extended Response".

You don't get extra merit, but having extra knowledge about recent economic events could be useful when the question is unknown.

Explain: Relate cause and effect; make the relationships between things evident; provide why and/or how

Talk about labour market policies, (C and E), then talk about fiscal policies (C and E), graphs/statistics for both, how the policies can help and why...., sum it up.
