The one you are talking about is the relativity of simultaneity. The time dilation one it where a 'light clock' (a source on roof, mirror on floor, and a receiver back on roof of train) is used.
Length contraction one is the same equipment, but horizontal. (ie light source at back end of carriage, mirror at front, receiver at back.)
