Am i correct in thinking that the ONLY time you can apply to transfer into law is at the end of your first year?

I am currently in my second year of B. International Studies at usyd - so does this mean its now too late for me to transfer and that graduate law is my only option now?

Yep. You can only transfer after first year. I think that's the policy at most universities.
