"Eyes I dare not meet in dreams"- what are the eyes referring to??

ahhh i think its an allusion to dantes divine comedy?? like dante was able to be atoned by meeting beatrice in his dreams and facing her head on ie meeting her eye but cause it says "dare not" it's opposing that, basically saying that although the hollow men have the opportunity to gain redemption, they choose to avoid eye contact and take the path of convenience
