i submitted my uac but i found a course that i really wanted to do at a particular uni, can i still get to that course or change my uac now or in the future?

Yes, you'll be able to change your preferences during UAC's operating times; before each 'round' – one before December, and I believe the second round is in March of next year. The only time you wont be allowed to change your preferences are ~12 hours before the 'end of each round', but is then opened the following day.
