If I am working on a titration, and I forget to rinse the sides of a beaker when transferring a dissolve primary standard into the volumetric flask, then would I be limiting the validity of the experiment or am i decreasing the accuracy of the experiment ? or both ?

No effect on validity as that is a property of the experiment itself, rather than depending on how well you carry it out.

Definitely will decrease accuracy as you have introduced a systematic error.
