The fact that electrons possess like charges and will thus orientate themselves in a position of maximum repulsion so that they are as far away from each other as possible?

Basically, it means that electrons will arrange themselves furthest away from each other such that there is a minimum potential energy.

In general, molecules and things like that like to be in the lowest energy state.
