Could you give a bit more context, and the text name (so i know when it's from if its, for example poetry and from the Modernist era).

It sounds like a personification as the thoughts are given a human trait (the ability to run).

An anthropomorphism is the attribution of human characteristics or behaviour to a god, animal, or object (i.e. more than one characteristic).

Thoughts are given only one human trait in this quote which is the ability to run. Therefore I think it's a personification.
