Thats your Sclerophyll forest. As the wind oscillates, its change in direction progressively picks up the flames on the flank, giving the appearance of a wave of flame actively travelling down the edge of the fire.

no, theyre looting the houses which have been evacuated but didn't burn down because the fires changed direction or whatnot

maximum fire speed maybe, but spot fires can ignite fires up to 7 or 8 km ahead, therefore the fire will cover a greater distance in a shorter amount of time.

As with most fires, these people's houses actually caught alight before the main fire front got to the house.
