That filter was one locally installed on the computer the kid was using. Those can be easily bypassed as you actually have some control of what's on your own computer, i.e. you can just remove it, crack it, whatever. The new filter is installed on the ISP's, so you have no control over it.

I think the only way to bypass this filter would be by using an encrypted connection (VPN, SSH, etc.), so even your ISP can't see what URL's you are visiting.

In the meantime, I see this as an attempt for Krudd-Mart to block any speech against his Government, covered up by the promise of blocking pornz so the religious peeps vote for him.

There's a section in the report on circumvention, but it obviously doesn't detail what methods were used.
