Just wondering guys

Can you recieve a speeding ticket from police if they dont pull you over???

ie. can they just look at your numberplate as you drive by?

if they were checking your speed thru those speed camera things..

Depends if they had radar on. If you saw some cops pass by and they didn't pull you over/didn't have radar, probably no.

there were 2 police standing with the radar guns by the side of the road
i was going about 65-70 on a 60 road (it was downhill :S)

The only tickets that come in the mail after you actually commit the offense are RTA-operated fixed cameras

Police will pull you over at the time and issue a ticket, so as to ascertain who was driving, breath test, got a licence? not wanted for armed robbery? etc.

So if you didn't get pulled over a the time, then its no problem. Unless in very rare circumstances (ie. they got your numberplate speeding but were doing something way more important didn't have time, then will follow up later but thats only in the case of extreme speeding etc.) Either way police can't send tickets in the mail. It'll be in person they'll visit... .but it won't happen.
