Some people just don't want relationships.

The best thing to do would be to hang out with him as a friend, like you've been doing and accept the fact that nothing will happen.

Or, if that hurts too much, get yourself out of the whole situation.

I find that if someone doesn't want a relationship and you push for one, only badness ensues.

it sounds like he's really not looking for something, but he clearly likes you. so as long as you don't stress the specifics, and just take it as fun wotevs it will develop into something more naturally.
