Free Download Manager, simple as that.
Free, easy to use, supports resuming, supports torrents as well - no need for a seperate torrents downloader.
I've found that it tends to keep your download speeds ata maximum too, unless theres a problem with the server.

Yeh Ive had ones that are, but this one is actually good. I've been using it for a few months now and i havnt had any problems with it. I can use it to download my torrents and pause downloads easily if i need to - good for keeping in the download limit.
No program can really give you faster downloads because your download speed is limited by your internet provider. What you get is what you pay for.
