The Government is doing this because it is too afraid of the backlash of pulling out of the $43 billion National Broadband Network (and needs to buy Fielding's vote). I think it will receive more of a public backlash for the ISP filter, but the coalition does also sort of want it (as was seen through various Howard Government initiatives), whereas the coalition definetely would not support the NBN.
