The 2010 UAC guide I have tells me the cutoff scores for universities in 2009.

The cut-offs for each offer round are released at the same time as the offers for that round. You won't know the cut-offs before hand.

So:
# Wed 20 Jan 2010 - Main Round offers e-released at 9pm (21:00 EST)
# Wed 3 Feb 2010 - Early February Round offers e-released at 9pm (21:00 EST)
# Wed 10 Feb 2010 - Final Round offers e-released at 9am

Wait, do the cut-off scores change for each round? Which round of scores are established in the UAC guides?

The cutoff is determined by the lowest UAI/ATAR given an offer for the course. Obviously they don't know that until they release the offers, so they show you last year's instead.
