hey, say if someone failed a subject, can you repeat the subject after your 4th year(assuming the 4th year is the final year)? in other words do all of your other subjects first and save the failed subject after everything else is done????

You can do whatever you like. You can get permission to overload a semester so you still finish in the 3 years. Overloading means you do your standard 4 units of studies (subjects) plus that extra one you failed. You can also do it over summer school, that's ofcourse if it's available. Be aware that your future studies might depend on you having done that subject to move onto 2nd and 3rd year units of study.
