if you do all the required units of study for a major, by doing some holiday programs, is it recorded as a major? i am going to study arts/law, but want to do 2 arts majors.

You mean a unit of study undertaken in Summer school, yes, that's no problem at all.

I think you can just fit in a second major, but you'd have no extra electives, and you'd have to start senior subjects in second semester

This. As spence said, you will not have any free electives and you must start some of your senior units in Sem 2 of your first year.
