Were yet to see evidence that the federal gov is any less bureaucratic than state govs on these highly practical areas of policy (as opposed to diplomacy, setting economic direction etc)

yes ok but why doesnt he just tell us of his plan to eliminate state govt instead of systematically removing its responsibilities until there is but an empty shell left

Rudd is trying to eliminate the states.
This. Bit by bit he is stripping away their residual powers. Our forefathers definitely did not intend for such an imbalance of power when they wrote our Constitution.

STF JM your so shit. The less levels of government we have the better.
You're clearly not a Victorian, otherwise you wouldn't be saying that. The states represent the different opinions and needs of particular parts of the country, e.g. the dispute over the Murray Darling Basin and Victoria's refusal to participate with the Federal government because of the negative implications such a decision would have on our state.
