It's important to also understand that web hosting providers (the place where websites are stored) have a zero tolerance for child porn, etc.. because of the possible legal ramifications towards them. That, and obviously a handful of other facts, are exactly why you won't find this sort of crap of actual websites, which completely defeats the purpose of this filter since it does not filter P2P file sharing, like Limewire (where more of this content exists.)
