I heard if you do something extra aside from studying for the HSC you can get bonus points for your HSC mark. Eg: Public Speaking= 3 Bonus Points.

Is this true or is it just to make students study harder?

you get bonus atar points if you perform really well in relavant HSC subjects, say you wanna do a science degree and you get a band 6/5 in for ur phys and bio HSC marks
and the number of bonus points given varies for different unis, check their websites

different uni has different bonus point. national sporting team, grade 8 in an instrument, and achieving good marks in some certain subjects can give you bonus points. but i havent heard about public speaking also.
