There's not even any certainty that he has the paper yet, so I wouldn't expect too much from him.

- he's an old man (he also has wife and kids to take care of)
- it takes time to type everything up into the right format, especially graphs (I suspect he writes it out first before typing it up)

Open an available solutions, and then change the URL part to 2011 instead of what ever year it was.

It's not hidden or anything, the links on that page need to be manually added, so he just needs to edit it in, or see the webmaster and edit it in.
