"good" and "free hosting" don't go well together.

You can get cheap, reliable hosting for less than $36 a year, ie. less than $3 a month, ie. less than 10c a day.

If all you're doing is a very small personal page then maybe you'd be better off using a blogging or online journal service (e.g. blogger, wordpress, livejournal, etc) and customising the heck out of it to suit your needs- it'll save you from worrying about security, scripting/programming, layout, etc.
