The city campus is essentially run as a separate entity to the main campus, it was set up in conjunction with a private provider, just like the SIBT on campus. Having never studied there, I can only give you anecdotal information which usually runs along the lines of: it's a money making scheme with lower standards. Whether this is true or not, again I can't comment directly.
