Almost certain that 16 is B; going to JAIL is not a DIVERSIONARY PROGRAM;
and almost certain that 18 is B; a non-statutory charter of rights could still be adapted to changing values, but not amendable by the House of Reps.

Rest I agree. I had NO idea for 12...

Police refer youth to juvenile justice centers where they go through youth justice conferencing. Detention was NOT a multiple choice answer so the next best thing to assume is a diversionary program.

Edit: I was completely wrong, I thought control orders were for terrorism but they're also for detention. GG
