One person doing Heritage Indonesian. How the hell does that work? (1 Viewer)

I was looking at this: http://news.boardofstudies.nsw.edu....tificate-Examinations-Tuesday-21-October-2014 on the board of studies website and noticed that the candituare for heritage Indonesian was one person. How do they work out the ranks and hsc marks. I assume they're compared to people doing the heritage exams for other subjects.

wait; if there is only one person doing it then regardless of the band they get (2 or 5 or 6) they will still state rank because they achieved the highest mark in the cohort (of 1)?

You can only state rank with a band 6/E4. If you don't achieve a Band 6, you can't appear on the list.
